POSITION TITLE: Certified Alcohol and Drug Counselor (CADC/IADC)
Position Summary
This position provides substance use disorder (SUD) assessment, diagnosis, and treatment services as part of the Capstone Behavioral Healthcare Inc. Chemical Dependency Program. The counselor delivers evidence-based clinical services and supports coordination of care in accordance with Iowa Board of Certification standards, Iowa Department of Health and Human Services requirements, and all applicable state and federal regulations, including Medicaid program rules.
Education
- Required: Bachelor’s degree in a human services, behavioral health, education, or healthcare-related field
- Preferred: Master’s degree in counseling, social work, or a related field
Licensure / Certification (Iowa-Specific)
- Required: Current certification as a CADC (Certified Alcohol and Drug Counselor) or higher through the Iowa Board of Certification
- Preferred: ACADC or IAADC
- Must maintain certification in good standing and complete all required continuing education
Experience Requirements
- Minimum 3 years of post-degree experience providing substance use disorder treatment services
- At least 1 year of supervisory or leadership experience preferred
- Experience with co-occurring disorders strongly preferred
Required Knowledge, Skills, and Abilities
- Knowledge of Iowa Administrative Code 641—155 (Substance Use Disorder Treatment Programs)
- Knowledge of Iowa Medicaid Enterprise provider requirements, service definitions, and documentation standards
- Understanding of federal confidentiality laws including HIPAA and 42 CFR Part 2
- Ability to complete accurate, timely, and audit-compliant documentation
- Cultural competency and experience working with diverse populations
- Skills in group facilitation, outreach, and community education
- Ability to manage crisis situations
- Strong communication, organization, and independent work skills
Additional Requirements
- Must maintain a current phone number for emergency contact availability as required
- Must comply with all agency policies and procedures
- Must pass required background checks per Iowa law
Reports To

Supervisory Responsibilities
None (unless otherwise assigned)
Duties and Responsibilities
- Clinical Services
- Conduct comprehensive substance use assessments and develop individualized treatment plans
- Provide individual, group, family, and (when appropriate) couples counseling
- Coordinate care with internal staff and external providers
- Consult with referral sources and community partners
- Support program development consistent with Iowa licensing standards
- Assist Clinical Director with program evaluation and needs assessments
- Participate in development of staff training plans
- Medicaid Billing & Compliance (Iowa-Specific)
- Deliver services in accordance with Iowa Medicaid Enterprise covered service definitions and medical necessity criteria
- Ensure all services billed to Medicaid are clinically appropriate, authorized, and supported by documentation
- Complete progress notes that meet Medicaid standards, including:
- Date of service
- Start/stop times (as required)
- Type and location of service
- Clinical interventions and client response
- Linkage to treatment plan goals
- Participate in prior authorization processes when required
- Maintain service documentation that supports billing codes (e.g., individual, group, evaluation)
- Ensure compliance with Medicaid audit requirements, including record retention and responsiveness to reviews
- Collaborate with billing staff to correct errors or omissions in documentation
- Adhere to all fraud, waste, and abuse prevention standards
- Stay current on changes to Medicaid rules, fee schedules, and provider manuals
- Community Consultation and Education
- Serve as liaison with community partners and interdisciplinary teams
- Promote integration of mental health and substance use services
- Provide community education presentations
- Offer consultation to individuals and families regarding services and resources
- Clinical Administration
- Maintain accurate, timely, and compliant documentation in accordance with agency, state, federal, and Medicaid requirements
- Ensure all records meet audit and accreditation standards
- Continuing Education & Professional Development
- Develop and complete an annual professional development plan
- Attend relevant trainings and continuing education events
- Share knowledge gained with staff as appropriate
